LAP top cannot see network

I have two Inspiron Laptops

1 I use daily and it is connected and functioning.

2 The other has been dormant for a while. When I open it sees some networks (WIFI) but not the ones in this House? It wants me to update my MS account but to do that I need a connection.

3. Xfinity is internet provider

What can I do to get this second laptop up and running
