Depends on the system, network adapter and whether wired or wireless.
Many consumer-level systems (Inspiron, Vostro) still have 10/100 wired Ethernet adapters. And even if you have dual band 802.11ac wireless, the practical limit on speed will still be below half what gigabit ISP service is capable of.

@CJF1278 ejn63's answer above is correct. In addition, some Inspiron systems ship with an application called SmartByte installed, which several users have found severely reduces usable bandwidth, so you might want to check for that and uninstall it. But other than that, if your laptop has Gigabit Ethernet, you'd be good to go. If it only has 10/100 Ethernet, get a USB 3.0 to Gigabit Ethernet adapter. And if you're using WiFi, getting full Gigabit over the airwaves in the real world probably isn't realistic. What you actually CAN get would depend on the WiFi card installed, the capabilities of your router (some are junk despite supporting recent specs), and of course environmental factors such as your distance from the router, wall materials between you and the router, interference from neighboring WiFi, etc.
But on a more general note, it doesn't make a ton of sense to ask what speed "your laptop" is capped to and then not even specify what laptop model you have.
