Update Dell Bios to Latest Version

Update Intel Chipset Drivers

Update Touchpad Drivers – If Still No Go

Restore the system to early date where it was working Fine – IF No Go

Check the Touchpad Pointer in Bios or Dell diagnostics Mode  

If Touchpad Pointer works Fine Bios or Dell diagnostics Mode, then reinstall OS

If Touchpad Pointer does not work in Bios or Dell diagnostics Mode, then Call Dell for Touchpad replacement

@AliAF is spot on. Also it would help if you post the exact model number of your laptop.

Change the batteries if wireless, try another USB port, reset mouse from button on bottom if available. Try the mouse in another PC to isolate if it's the mouse or Windows causing this. Try another mouse in this PC to confirm if Windows is the problem.
