My cpu is running at 0.48 Ghz instead of 2.40 Ghz

Hello, so for the past year or so I've been having this issue where I can't play games and watch videos without any lags. I have a Dell Inspiron 3543 I believe and I have my laptop for almost 3 years now and something like that never happened before, this is how it happened: I wanted to play minecraft with my friend and so I made a server for just the two of us, everything was running perfectly until I needed to go to sleep. My friend told me to leave the server on for the night and so I did (also my laptop was plugged in for the whole night just saying) and the next morning I wake up and everything is lagging, I check task manager and it says that my cpu speed is 0.48 Ghz. I've been struggling to find a solution but I think something happened with the hardware, I made 6 factory resets and nothing helped. (also it seems that when I am not using my laptop, I mean it is turned on but after 15 minutes it goes into sleep mode and then I turn it on again and my cpu is running around 2.9 Ghz but it only lasts for around 3 minutes)

Does it work at full speed when you are NOT connected to AC power?  If so, it's possible that your AC adapter has gone bad and the system is therefore not detecting the correct wattage available from it, so it is defaulting to drawing as little as possible while it is attached and throttling system performance to minimize its power requirements.

it's running 0.48 Ghz 99% of the time, rarely ever it goes above 2.4 Ghz so yeah it doesnt work

The workaround I found for this issue is to turn off turbo mode in the BIOS. The issue is that booting into the operating system is creating a thermal event ( overheating the processor), so the CPU defaults to a low throttle of around 400mhz. 

The workaround is like I said, turning off some of the CPU boosting modes in the BIOS. The fix...call Dell support and have them update the BIOS or get you a new laptop.

The decreased CPU speed is a feature of Intel SpeedStep. When this feature is on, your system can adjust the CPU speed to to reduce heat and preserve power.

In the past, I've often been able to resolve my laptop CPU speed issues by cleaning the cooling vents on the laptop.

However, I recently discovered you can just turn off Intel SpeedStep from the BIOS settings.   

This will ensure your CPU is always running at the max speed at the cost of increased power consumption, heat generation, and reduced battery life.

The one source article mentioned that the power source used to power the laptop makes a difference on what speed the CPU runs at, as well.

Since I don't use battery power and always have my lap top plugged in, disabling Intel SpeedStep makes sense and has brought my laptop from running at sluggish .61 GHz back to over 2 GHz.

RESOLVED (For me at least)

I have been having the exact same problem for a couple of weeks now and finally noticed that the CPU was running at .40GHz instead of the 2.11GHz base.  After fiddling with many settings with no success, I tried swapping out the power adapter to an original DELL power adapter.  As soon as I plugged it in my CPU speed went from .40GHz to 3.2GHz and the laptop began to function as expected.  The power adapter I was using was rated for enough power and charged the battery just fine, but did not work for me. 

Hopefully this helps someone else having the same issue.

I have inspiron 11-3162, and cpu stucks at 0,5 GHz. I tried ' turn off turbo mode in the BIOS', in my dell it calls 'fast boot'. And it works only for one startup. When I turn this option off, cpu runs at full speed. At second startup again at 0,5 GHz. I need to turn it on. This warks again olny for one startup. Everytime I need switch this option before startup.

One time from on to off, the next from off to on, and so on each time.

Computer cant remember to run cpu at full speed. Could it be due to lack of battery? My battery is broken and I pulled it out, so I use only ac adapter.

Also I will try to replace the thermal paste.

This worked for me...

Go to your BIOS and enable (Intel® SpeedStep™) under Performance.
