Most portable devices of recent vintage (tablets/phones/notebooks) do support video over USB-C or Thunderbolt.
Most desktops (including this one) do not -- the USB-C port is not video-enabled.
You may be able to use a USB-C displaylink adapter (see below for example) but you can't natively send video output from the desktop system to a monitor over USB-C.
It sounds like there may be an issue with the USB-C port on your Optiplex 5000. Here are a few things you can try to troubleshoot the issue:
Make sure that the USB-C port on your Optiplex 5000 is capable of supporting DisplayPort video output. Some USB-C ports only support data transfer and charging, and may not be compatible with video output.
