What is your Inspiron model Number?  Always include that on any initial problem post.

However, clear the CMOS memory as a first step.  Open the back and locate the CR2032 coin cell battery.  Remove the battery for at least 10 minutes.  Reinstall and try the boot.

If you can get into the Boot Device Menu, F12, then look for a Windows Boot manager you can boot to.  If you have the system with PXE as a boot option, you may have lost the primary boot devices.

You really should still be able to get into the Bios settings.  Make sure and start tapping the key when you first power on the system.
