First would be to run an extended system diagnostic (F12 at powerup), which will very likely reveal a faulty hard drive you'll second need to replace.

You can obtain the required reinstall media from Dell or Microsoft, and will need a 32G or larger flash drive to produce the install media to reload Windows once the faulty drive is replaced.

On the third time, your computer will boot into the Advanced Recovery environment

Click Troubleshoot

Choose your account
Enter your password
Click Continue
Click Reset
