Unplug the AC adapter and verify that the LED on the DC plug is on.  If it is not, the adapter is bad.

Remove the base cover, disconnect the battery from the mainboard and hold the power button for 30 sec.  Disconnect all USB devices.  Plug in the adapter only (no battery) and see if the system will power up.   If it will, shut down, reconnect the battery and try again.  If the system powers up, you're set.

If it will power up without the battery but not with it, the battery is bad.

If it won't power up on AC only with a good adapter, the mainboard is bad.

When the adapter is plugged and power putted on blink red lights up in front is seen, which means adapter ok. Also adapter when unplugged from laptop and power turned on green light is seen in adapter means adapter is ok.

Now with adapter turned on and plugged in and even after pressing the power button my Dell latitude is not turning on and no screen seen it is totally black screen. Also as earlier regular we see white led light in front and in key boards all are not turning on.

Kindly suggest needful step to put it on.

Most likely, you need a replacement system board.

@ejn63 yes, I have a question...why are all your consumer products( along with other computer makers, hp, Lenovo, etc. ) such trash, poor quality, zero durability? The older laptops were not this poorly made, should we be angry and boycott your company, maybe smash all dells in the street day? Your thoughts.

Years ago, you'd find a basic notebook selling for $1,500 -- not $500.

Adjusting for inflation notebooks are cheaper than they've ever been -- and it's been years since technology provided most of the cost cutting.

Today's consumer-grade notebooks start in the $300 range.  There's no way to build a long-lasting notebook for that.
