If the same fault shows on the test screens, the display panel is faulty and the screen (or screen assembly if it's a touch screen) will need to be replaced. If you need parts, try www.parts-people.com or post the full system model (i.e., Inspiron 3593, 7525, etc) and someone can locate the screen for you.

Hold the D key through powerup. Does the same fault show on the test screens?

It could be, but it's going to be internal to the display panel itself, so it isn't repairable.
