Stuck at Infinite 64% loop after factory reset and can’t access BIOS
Today I did a factory reset on my Inspiron 15 7559. But when it download to 64% an error occurred “The computer restarted or encountered an unexpected error. Windows install cannot proceed. To install click Ok to restart the computer, and then restart the installation”. I clicked “Ok”, it restarted but still having the error.
I went online and found this:
Shift + F10 on your keyboard. This should open Command Prompt.
Enter regedit and press Enter to start Registry Editor.
Once Registry Editor starts, navigate to the HKEY_LOCAL_MACHINE\SYSTEM\Setup\Status\ChildCompletion and double click the setup.exe in the right pane.
Change the Value Data from 1 to 3 and click OK to save changes.
Now, it cause a bigger issue. Instead of showing the error message, it restarted the laptop instantly, causing an infinite loop.
The loop look like this:
loading circle without Dell Logo>welcome word with loading circle>blue screen with installing Windows 64% Don’t turn off your PC, it will take awhile>restart instantly.
I have a flash drive with Windows 10 ready but I am not able change the boot order as I can’t access the Bios (I don’t know why). I tried pressing F2, F12, Fn+F2, Fn+F12, doesn’t work.
Any solution to this?

If you cannot access the BIOS because there is no dell logo during boot up just like mine, what I did was to take out the CMOS battery for a few seconds and put it back. The dell logo will appear and will be able to go into the BIOS after booting.
I did a factory reset again using an external flash drive

Did you ever manage to resolve this? I'm having the same problem but all of the online solutions don't seem to work.

So what did you do after the logo appeared? Sorry I can't just get off that loop. I managed to go to BIOS but I do not know what to do next.

I have the same thing, but I can get into the Bios, I can also get into F12, I did get to setting up boot order USB but never worked, tried holding FN and tapping windows key never worked. Mine has win10 but can’t get into recovery, it starts get the Dell logo then a green bar advances, logo goes out and circle of dots start spinning, they go and word Welcome appears at bottom of screen, then does one flash, but you can’t read it. Got a very useful tip, if you take a video of the flash, then play back you can read it, message same as yours. At present doing a long diagnostic test, from F12, tried it before but gave up before test ended. I would be very careful of what you read online, as some will put anything, I do quite a lot of checking first. I did think of the Idea of taking out the CMOS battery out, but all the casing has to be taken apart, why on earth do they not put a small hole in the base where it could be reset from. If I could get to the setting a usb stick to boot from, but can’t find boot order anymore, as I have a copy of Win10. Can’t find boot order in bios, only found it once and when it auto rebooted never came back since, maybe that’s OTP (one time password).
I wont give up as don’t like to be beaten, if I get to taking out cmos, I will poss check drive as well, it’s deff a software problem as I have had on other machines, yes Microsoft problems, let’s hope someone comes up with an answer, maybe Dell will solve, they are the best.

@Barry Roger Just in case anybody interested, I took apart, found a broken stud socket so glued back. Took out the CMOS battery and it has made difference at all, my model is Inspiron 15-3552 but still won’t boot, the drive is SSD. Barry
