System firmware 1.3.0 cannot start

Hello!

I received my new Inspiron 15 (7510) yesterday and realized that there is a warning in the Device Manager stating that "System Firmware 1.3.0" cannot start (Code 10) – see screenshots below ...

I installed all available updates through Windows Update and the Dell Support website. However, the warning did not disappear. My system works, I was just wondering if this is something I should take care of.

Just to let you know in case someone runs into the same problem ... Someone from the support team got in touch with me and recommended to simply roll back the driver of the System Firmware. This made the warning disappear for now. Thank you!

I too have a new Dell laptop.  Windows 11.  1.3.0 is the OLD BIOS Firmware.  A new BIOS Firmware update version 1.6.0 rolled out April 13 - 16 for Windows 10 & 11.  Make sure your laptop updated.  Mine didn't and when I contact Support Assist the agent was POSITIVE I had the latest BIOS firmware installed (1.3.0).  I had to prove to her I didn't.

Hello @Staarr,

I definitely had (and still have) BIOS 1.6.0 installed. The warning in Windows' Device Manager regarding firmware system version 1.3.0 appeared while – at the same time – Windows' System Information displayed the correct BIOS version 1.6.0 ...

So to be honest, I believe there was kind of a mismatch between the installed BIOS version and the "firmware version" shown in Device Manager that triggered the warning. Just guessing ... I am definitely not an IT expert

Hi Chris,

I did not know until I read your post that I had the same error in Device Manager.  It is my understanding that system firmware and BIOS are the same.  Unlike you, my laptop was not updating & I had to update directly from Dell .   Support Assist was not working properly and suddenly My Dell was not working even tho I did have the proper update.  I think there was a major glitch with Support Assist & My Dell for a week in April.  I was wondering why the new version of firmware  did not change in Device Manager.  When I talked to a Dell tech, I was not told to rollback my driver or that there even was a problem with the driver.  I'm assuming  the firmware won't work correctly w/out the correct driver.  I'm going to rollback back mine now.   Thank you.

Hi @Staarr,

just to make clear that I didn't roll back the BIOS itself (just in case you are trying to do this). The only thing I did (as suggested by DELL Support), was right-clicking the "System Firmware 1.3.0" entry with the warning in Windows' Device Manager (as seen in the screenshot of my very first post here), then "Properties" and then "Roll Back Driver" under the "Driver" tab. It didn't give me any error messages, it just rolled back the (Windows?) driver to some random standard driver version 10.0.22000.1 from Microsoft (instead of the Dell driver 1.3.0 before). Here is a screenshot of what it looks like now:

The warning disappeared, however, the BIOS remained 1.6.0 (checked in Windows' System Information). I have actually no idea what those 3 entries in Windows' Device Manager are supposed to mean (2x Device Firmware, 1x System Firmware) ... I also don't know what the difference between a BIOS and a Device Firmware is (until now, I thought it was the same thing) ... up to DELL Support to answer this.

@DELL-Cares I would rather prefer you to answer people's question here instead of only answering private messages. I thought that's the point of a "Community"!? We ALL appreciate your help. Thank you!

When you have the Properties window open, what is your Firmware date and  version.  When you click on Events do you have any errors?  Thanks.

Hi Chris,

I don't have an Inspiron, I do  have Windows 11  on a new Dell laptop but my device manager looks the same as yours. I took the same path you did.  It wasn't an error message, it was a warning message I received after clicking on rollback.  They wanted to make sure I understood if I proceeded with the rollback, it could reduce the security or functionality of my laptop. Then you have the choice of clicking yes or no.  I haven't done it yet cause everything  seems to be working now which I don't understand since "since the device cannot start " ?  I imagine the best course of action would be turn it on no matter the age of the driver.  I imagine I can undo it if there is a problem.

I'm not techie but when those apps failed that day, my first thought was BIOS.  I was right.  Yes, I knew to look at "System Summary" to find what version of BIOS was installed.  Its good that you mentioned it for anyone else who may not.  I'm also glad you mentioned right click on Properties cause not everyone knows that. Updating driver didn't work.  My Fusion  updated but My Dell app was saying no.  Support Assist seems to be working now.   Thanks !

I don't remember if there was a warning when I rolled back the driver. Maybe there was. I guess didn't care because it was the day after I received the computer and would just have sent it back if something went wrong.

No, there are no error messages under Events since the roll back. The driver version is now 10.0.22000.1 (21/06/2006). This is by the way the same generic Windows driver as the other two entries use. The date 21/06/2006 doesn't really matter: Why are all Windows drivers dated June 21, 2006? Don't you ever update drivers? - The Old New Thing (microsoft.com)

Hi Chris,

My Driver which I haven't rolled back is dated 11/5/21  0.1.3.0.  (Firmware Version 10600 - 11/5/21) I have the same Error Message as you (code 10). Firmware still shows 1.3.0 but does state its updated.  Summary says Bios is updated.   I don't have any error messages either in regards to that firmware or driver.  If it is NOT starting, why don't I have error messages?

Speaking of error messages - I'm riddled with other errors and warnings after less than 2 months of use. I have over 100k of events.  Granted most are just info or meaningless but there are many warnings.  Some are critical.  I wish I would have sent my back.  I think my only option is to reinstall my operating system.

Hey Chris,

I did rollback my driver.  It took care of the warning in device manager but hasn't solved any of my issues or changed anything for the better. F12 key works different now. Thanks for the link and your time.
