Trade in question

I have completed the application.  My question is: I presume Dell needs it sent to them in order to appraise and determine the amount of credit.  IF I think the amount is too low will it be sent back to me?  I did not see that in the terms and conditions.  ALSO= will the balance of my premium PLUS warranty go on to the new device?  thank you for your help
