WHITE SCREEN on BOOT UP

Question

Hello guys, I own a dell inspiron 5570 i7 8gen, recently my laptop has started to go on a loop when booting up On pressing the power button a white screen with distorted black and green line appears and this process keeps repeating itself 3/4 times until i forcefully turn the screen off.It only boots up in this process if i connect the charger.I would be thankful if any one can give me a solution for this problem, i cant seem to grasp the issue , either its a graphic card damage or screen or software issue? Thanks again
