Windows Hello Setup

I have Dell Inspiron 155567 for 5 years. I never had problems with Windows Hello until recently. It couldn't turn on camera and suggested to sign with a pin. I searched on line and watched videos suggesting how to fix the problem. But nothing worked. Finally I decided to delete this app and reinstall it. But now I cannot set up Windows Hello. The photo frame that suppose to take my image appears just for a fraction of a second. Then it suggests to enter pin and then it gives message "Couldn't turn on camera. Make sure it is working". But the camera is working. I can click on "Camera" on my account home screen and take a photo without issues. But it doesn't turn on with Windows Hello. It looks almost like something prevents this photo frame pop up. Please help if you have a solution that will work.
