Does anybody know how to use GPIO ports on Windows and Dell Embedded PC 3000?

I have the same problem with the dell embedded pc 5000 for windows,
the pc was brought for a project before I started to use the GPIO pins.
however I can not find any support for this in windows. and tired a number of different things
full windows examples in python/c#/c/c++ are more than welcome
