1505 Video Problems

Question

I have an E-1505 with 256mb dedicated video card and I am using Windows XP Media Center and when I am opening or closing some programs there is hesitation like a jumpy screen. this computer is only 2 monthe old and runs slower than my old Pentium 3 with 64 megs of video ram, I have the Intel Core 2 Duo processor with 1024 Megs of memory, Is there something wrond with this video card or is it possibly a motherboard problem? also I am getting some streaks through words on shoutcuts on the desktop.

Forgot to mention the startup is very slow, it takes approx. 2 minutes for the computer to start up. I havetaken unnecessary programs out of the start up menu/process through msconfig.
