I am sorry to know that you are facing issues with the fan. May I know the current version of BIOS on this system? There has been a new A15 BIOS update released on 27th May 2015. If it is not updated to the latest BIOS, please update it from the following link:

>once you see the Dell splash screen- hit the F12 key until you enter EPSA.

Update bios to A15, this would ideally fix the issue

I updated the bios to A15 from A14, and no luck. It was quiet for about 5 minutes after turning it on (normal) and then the fan turns on and just seems to be stuck at 5-6k rpm  (also normal). I have 3 Chrome tabs open and task manager says I am using between 1-15% of cpu power. The air coming out of the vent is mildly warm. So I don't see any obvious reason for it to be using the fan like this.
