Are you just trying to boot from the Windows 2000 CD? You can boot from the CD-ROM drive without changing the boot sequence.

With the CD in the drive, power on your computer, tapping F12 repeatedly. A boot menu will appear. Use the up and down arrow keys to select "CD(/DVD)(/CD-RW)(/DVD-RW)" and press enter.

Tapping F12 repeatedly does nothing.  I even tried F12, Fn>F12, Alt>F12, Ctrl>F12, nothing.  All I get is a blank screen with a blinking curser.  While tapping F12 a beeping sound comes from the laptop.

I found a cable that allowed the floppy to be attached externally.  Problem solved.  Thanks for the suggestions.  Please close this thread.

 Please, can I ask a question about ur Latitude machine. You are sure of - it is A16 version of the BIOS for CP. What is the speed of the CP with BIOS A16? Is it 750 megahertzes or less?

Yes, it is definitely version A16.  It is less than 750MHz.  As noted in the previous message, this problem has been solved.  Thanks.
