blinking orange light?

The third of three lights on my inspiron 8000 continues to blink between orange and green. I just bought a new battery and yet it still does it so Im wondering if there is a power problem. Also...sometimes a strange clicking comes from the back right hand side of the of the console and it cannot restart for a good hour without resuming said clicking. Im not sure these problems are related or what they are and how to fix them..but any help would be great. Thanks in advance.
