BluetooTh keyboard and mouse stops responding when system is locked

Dell lattitude D630, BT 360 module installed. D/Port Advanced Port Replicator, using a Dell OEM Bluetooth  keyboard and mouse bundle.  I am using the included Bluetooth Dongle in the D/Port Advanced Port Replicator.  I am doing it that way because the D/Port is also used as a a dock for troubleshooting other notebooks.

I have our systems set through GPO to lock the workstation after 15 minutes. Whenever this occurs, the Bluetooth keyboard (through the Bluetooth Dongle) quits responding. I have to connect a USB keyboard to  unlock the notebook. Once unlocked the external Bluetooth dongle, mouse and keyboard work fine.  I have turned off the internal Bluetooth for testing and it still happens.  I have manually locked the workstation (using CTRL ALT DEL > LOCK WORKSTATION) and after 5 minutes it still responds. I will test it for longer periods later.

Any ideas?
