Bluetooth not functioning on e6500

I bought this laptop used and it's working good except I never got bluetooth working, but I recently got a bluetooth phone and thought I could do something about it.

the computer specs are Win7 32 bit E6500.

so I gave up trying to get the internal bluetooth working as others seemed to have problems and even though BT was installed I figured something was frozen so I bought a bluetooth/usb dongle. I got what I paid for $3 a Cambridge CSR thing. CSR has no support anymore and I tried several drivers and generic drivers and never got it to work. I did bring the dongle to the library and got it to work with the library computer (win XP) so the dongle isn't defective. I wasn't 100% sure this was compatible with Win7 So I bought another dongle for $5 and this one even lights a little red light to show it is working and is marketed as it is compatible with Win7.

In both cases my rugby samsung phone can detect the computer and when I enter a pairing code my computer never recognizes I'm trying to pair with it. On the library computer and an old junky computer I own the computer immediately recognized the pairing attempt and after I entered the code I was paired. But with my e6500 there is no recognition. Again, my rugby phone can discover my computer but my computer can not discover anything. I have deleted all the COM port numbers and started over with 3,4,5,6 which are the numbers of the USB ports I've plugged into. I've downloaded several generic drivers and updated the driver to those and it hasn't worked.

So, the internal bluetooth is not functioning and two different bluetooth dongles are not working so I'm thinking I'm missing something. I've hit the wireless catcher button during many attempts but it hasn't done anything. The computer has never discovered any phone. I guess the one thing I haven't done is attach one bluetooth dongle to my sony vaio and the other dongle to the e6500 and see if they can discover one another. At this point it's a challenge to see if I can learn how to fix the problem. I transfer photos with a mini SD card.

I haven't relaoded WIN 7 but I've got the disk.
