Cannot boot in "Safe Mode"

This is an Inspiron 1525.  OS:Windows XP Pro.  Factory installed.  When trying to install Norton Security pkg. with a Norton agent he tried to do a virtual connect.  Was unable to connect.  After several attempts he suggest going to Dell.  On one of their "support" pages was a ling to an IoLo program.  I down;paded it/  It tried to connect and could not.  There are several pages of reports of this problem on the Dell page.  Calling support they referred me to a "paid support" rep.  His solution was to charge me $129 and maybe he could help.  It is out of warranty granted, but this problem occured when the McAfee (supplied at delivery) ran out.  Obviously there is a known problem.  I don't think I should be charged to fix Dell's problem.

Hi,

As I can rightly understand, you have been facing connectivity issue when you tried installing Norton.

Please let me know if you connect to the internet wired or wirelessly. If you are using a wireless connection, I would suggest you to connect the ethernet cable from the computer to the modem and check the connectivity.

Meanwhile, power cycle the modem and computer and try connecting.

 If this doesn’t work we can also try to boot the computer in safe mode. To boot the computer in safe mode, please switch on the computer and start tapping the F8 key which would take you to Advanced Boot Option screen. Using the up and down arrow key, select Safe Mode with networking to boot the computer into Safe Mode with networking. After logging into windows, try connecting to the internet.

Please try the steps and do let us know the results.
