Cannot Open BIOS or Boot Menu

I have a Latitude E5520 - Win7 Pro 64 bit. A user has left the machine logged on but forgotten their password and now I cannot get into the machine at all. I have tried rebooting and holding down F12, but instead of the boot options, WIn7 just launches and presents me with the same old log on screen for the same user. Equally, the machine will not boot to CD/DVD or open BIOS via F2 at boot.  There isn't even an option to switch user. Am I missing something here? Is this a hardware problem or is it Windows? Any suggestions would be much appreciated :-)

Welcome to the Community,

Try to release flea power.Disconnect AC adapter,remove battery,press and hold down the power button for 30 seconds.Reconnect battery and AC adapter,turn on system,at start up (Dell logo),tap F2 to get to BIOS or F12 to get to one time boot menu.

And regarding the Windows logon password,if that was the only administrator user account to login,for which the user has forgotten the password,you may need to reinstall Windows using the Windows DVD.
