Changing Background Picture

Question

I want to change my desktop background picture but my computer won't let me. I right-click on the desktop and select properties and the options are...themes, screensavers, appeances, and settings. It seems like something is missing...if so what do I do and how do I go about fixing it? HELP PLEASE!!

Thanks Steve,   Checked this and I do not have any 'Shell' files in that folder.  COuld they have been deleted?  (How?)   Recommendations?   Thanks Ed
