This information relates only to XPS M1330 (on M1530 i8kfan tool doesn't work anyway):
It's a bad choice to install i8kfan. It's one of the worst things you can do.
Reason #1: In the hands a a noob this application can destroy your hardware
Reason #2: It needs tweaking to work. Adjust "Fan setting enforcement" to something like 20msec.
Reason #3: It is only aware of three fan stages instead of five the BIOS knows and controls
Reason #4: For reasons #1-#3 it is recognized by Windows Defender as a bad application
Reason #5: It raises your power consumption due to high interrupt load and less C4 sleep states
Install the latest BIOS for XPS M1330, which is currently A12. This BIOS has the most advanced and currently best known thermal management. And if Dell ever releases an update it will most likely improve even more.
There are a lot of people claiming to understand more than Dell of thermal control. 99,9999% haven't even read intel thermal management chapters in Core2Duo specification. And this is just the CPU.
If you think you still have a thermal problem, contact Dell or read forums (but not this one - it's not a particular good one for such things).

I'm beginning to think you are a gamer. Otherwise you wouldn't bear the noisy full speed fan.
In this case: Buy a Zalmann NC1000 notebook cooler. It's the best solution for you. Much better than i8kfanui. Or if you have a 9 cell battery. Put this one in, when gaming. It lifts the back of your notebook and lowers temperatures.
Also: If you have an XPS M1330 (and it seems reading from other posts that you've done), then read about undervolting. The CPU and GPU share the same heatpipe. You can lower the temps by 10-15°C under full load.

Certainly it works! Download it and launch it. Why should it not work?
But there's a difference between work and work. Some of the sideeffects of i8kfanui you're most likely not aware of. And once you are aware of them, you'll stay away from this application. I mean: The intention of the application is good and nice, but it has not been updated recently it is just too stupid for notebooks such as the XPS notebook. The code that drives the fans is code derived from reverse engineering of OLD dell diagnostics code. It reverse engineers some custom SMBIOS calls.
Why should anybody "force high speed"? The task of the fan control is to keep it running as much and fast as necessary, but as slow and silent as possible. This results in longer battery runtime, less noise and a non overheating laptop.
If you think your notebook overheats, call dell. Or do the readings in some of the other threads where you posted the same stuff. There're all the links to various flavors of overheating issues that might occur.
