Disabled Task Manager!!! HELP

Okay, I have a BIG problem with my system, first off I was invaded by spyware of some sort.  After getting advice I went into system setup and removed all the junk that was running at startup, it was a bunch of spyware and popup stuff, I couldn't get anything going when during login b/c there were like 90 things trying to run at once.
 
 
Anyway when i rebooted by system now,  it opens up my desktop, shows my wallpaper but there are no icons or 'start.'  I tryed to do cntl-alt-delt but a message says "Task Manager has been disabled by Admin"  I know something is working b/c my screensaver comes on but nothing works, I just see my wallpaper.
 
 
Please what can I do without losing all my files?
 
I'm not a computer guru (as you can help) so I'm going yo need baby steps.

At this point, you can either keep trying spyware removers, or you can back up your data, format and reinstall.

The other thing to do, if you haven't, is install antivirus software, update it, and scan in safe model.

At this point you have two practical options. You can try using Safe Mode, but if you don't have updated antivirus software, most won't install in safe mode.

The other option is to remove the drive from this system, mount it in a working system as a secondary, and copy the data. Then return the drive, reformat and reinstall.

If you do not have a second system, a corollary option is to remove this drive, buy and install a new one, install Windows, PATCH THOROUGHLY and then mount this drive as a secondary and copy your data.

I cant run anything
 it opens up my desktop, shows my wallpaper but there are no icons or 'start.'

He could try to run Mcafee's Avert Stinger (FREE)in Safe mode which uses  a diskette to carry the executable and does not require CDROM use  Also, does pressing the Windows Key on the keyboard bring up the Start menu?
