Display/Desktop "re-does" do not how to describe?! Need direction to correct forum please?

I seem to have a major problem with my computer. And I do not know which forum to go to so I need some advice and direction,please. I have an Inspiron 6000, XP Home SP2, 512MB, 40GB.
Everytime I go to a website the screen,I think the term is Re-draw? and for lack of a better word, that describes what happens. The icons "re-do" geez, this is hard to describe. Everything on the desktop changes when I do anything ie the icons start at the top and change to the orginal icon that was there when I first turned on the computer. The desktop background does the same thing.
When I first boot up it takes 1 1/2 min (I timed everything so I could explain this to a tech, but then I thought that you guys could probably help me more!),to go from the welcome screen to my desktop that is completely empty of icons and quick lauch tool bar, then it takes 2 1/2 min for the icons and tool bar to appear. Imma thinking I have a big problem here.
If there was a way to exacly check which programs and maybe services are loading I could tell where the problem is. I also have error messages in the Event Viewer.
But I think I will stop here and see if I am in correct place, which I think I am not, and hope someone can decipher what I am trying to explain (which is so hard for me!) and advise me.

You are describing major problems, and the description points most likely to hardware such as a hard drive which is operating at rates tremendously below what it should be.  When you switch to the Desktop view, Windows is needing to query the graphical icons for each icon.  This is normal but should happen -- and display -- rather instantaneously.  The particular problem you describe I have seen on machines which have one or more of a variety of issues, including: (a) hard drive nearing death; (b) RAM memory modules bad; (c) video card/video driver problems; (d) motherboard chipset problems; (e) corrupt Windows installation.
 
I would start with the easier one.  Download and install Hard Drive Tune v2.51 for free, from hdtune.com.  Click on the little 'yellow gear' icon to push the Accuracy bar for a test spin all the way to 'fully accurate' in the Benchmark section.  Then  click 'Start' to let it run a full test on your hard drive.  It will report back the Health of the drive as well as access times on the drive.  You can post back your results.  If you find that a SMART error is self-reported by the drive, then it's time to invoke your warranty.

Geez, I can't believe I accually used the Cliboard for the first time. It sure saved me alot of agony trying to copy and paste each summary! Obviously, I am a "newbie" at some things even tho' I have been using a laptop for over 2 years. (self taught with some terrible errors and still doing really stupid stuff!)
I had a feeling that what I was seeing was a major problem. And I just can't remember when they started which would be a tremdous help. I have how to interpret the above report, but it seems that everything checked out OK????
I just updated my Graphics driver and also my WLAN pini wireless adapter from Dell, but I was unable to follow their download instructions when they said to install them using the Run command. It said it wasn't a "valid command".??? So I installed them from the Advanced part on the Update driver section. I probably messed it up doing it that way??? It did show the correct version, so I assumed it installed correctly.
I have tried to find out if a display needs a driver. When I check the Device Manager it says that no driver has been installed or is not needed. Is that correct? Trying to find answers is very difficult that is why I finally realized that this forum would help me more. I was getting to the hysterical stage trying to find any answers. Esp. from Microsoft.
I hope you don't object to me telling you of a couple of more problems. I guess I may be mistakely inferring wrongly that since you repied to this problem I could continue with these others. If I am wrong, sorry but they may have an impact on what is going on. - In the Event Viewer I am finding some interesting events. #1 - it says the WIA is hanging on start #2 - In Services I am unable to start AMS - it says the application management file cannot be found?. I also ran SFC and a dialog box popped up after it was thru and said some folders had been re-named and of course I didn't write them down like an idiot. But the main thing I found is that on my Start and Remove Programs ALL of my Microsoft updates were not listed anymore! I have tried to find out why and if it has an impact on my computer ie where did they all go and if they went did everything the updates go too??????!
I am truly sorry I have unloaded all these problems on you esp. after just coming to this board. But I also know I came to the right place.
I think I will quit now. Aren't you glad?!!!!!

Your hard drive checked out -- it is not the source of the problem.  Although it seems to be running a bit slow for a 5400rpm/8MB cache drive, it isn't the source of the issue you have described. 

One thing I would recommend is that you cease attempting to do a bunch of things in succession to 'fix' the problem -- until we know what the problem is.  This is especially true if you are not an advanced user.  You'll pretty much undo any progress we/you can make if you are installing video drivers (yet unsure of what VGA you have, or how a driver works, or how to install it).  This also applies to messing with Windows Services. 

Next up is to investigate your video drivers.  Your Inspiron 6000 probably has a video controller integrated on the system board (this is commonly called 'integrated video') but I can't be for sure from this distance.  I strongly encourage you to download (again, for free) the program Everest Home v2.20 from MajorGeeks at this link: www.majorgeeks.com/download4181.html

When you install and run the program, look at the top menu bar for the Report menu.  Select Report Wizard --> Full Report --> all pages --> HTML and run the report.  After the report has finished generating, choose Save As and save it to your desktop.  Next, you'll need to copy the first 30 or so lines.  Post back those first 30 or so lines.  The final section you will copy and post here will be the 'Peripherals' section.

When we know how your system is configured, we can show you how to properly clean out any video drivers stuck in Windows which may be causing a problem.  And then properly apply the new and appropriate drivers in their place.

I'm sorry you lost your typed post.  Just in keep in mind that it isn't necessary to type much at all.  Instead, just post back the information requested as we diagnose problems -- one step at a time.  Equally important is not to fiddle with things during the day in between our steps to diagnose.

It looks like you have a variant of the popular Intel 915G chipset in your machine.  Sometimes Everest reports a different variant from the one actually in the machine.  It's good for us to know for sure, before we try to install the specific graphics drivers for your specific chipset.  So, with that in mind, go to this link: http://downloadfinder.intel.com/scripts-df-external/Product_Filter.aspx?ProductID=861   Download that product (the Intel Chipset Identification Utility) and run it.  But very important, you'll need to write down ALL of the info it gives you (it is not much in length).  Be sure to write down any info it gives, about chipset, about video controller, etc.

When you post back with that info, we'll then proceed to install the correct chipset graphical drivers for you.

I was having problems with copying what you wanted and I believe you wanted the Peripherl section of the report?  This is the whole report.
 
I agree that posts do not need to be lengthly and have alot of extraneous material, but what I lost was something I feel you should know. 
I only download and update drivers when I get a notice from Dell or it comes from Windows Update.  I updated the Graphics driver on the 21st after checking My Support in My Account files and go to their individual category website page and after reading about them I add them to MY Download Folders,. to double check the accuracy. .  And I think this driver update was also thru the Windows update.
It is a long story, but I ended up buying a years Software Support because there were too many problems when I first got my computer in Sept.  So I contacted a tech yesterday and explained the problem and he tried to fix it using various means.all of which failed ( I am being extremely succinct here) so the last thing left for me to do was to do an Image restore and go back to Day 1.  I have had to do that twice and I really don't want to do again.( We tried system restore the results said that no changes were made, but I lost a bunch of my programs like my HP printer and lost control of my mouse. 
Since he thought I could not get my mouse back he just kinda gave up and went to the easiest solution for  him and do an Image Restore.
I keep thinking with your dianostic ability you will be able to fix my computer.  If after reading that I have software support and want to quit I understand.:smileyhappy:
I am going to submit this and go to your last post and follow those directions.

I submitted this and it came back with some notice about HTML.  The report was in a linear form, now it is as you see it and I don't know what is going on.  This is the first time I have used Internet Explorer and when I used Firerox, I did not receive any kind of directions on how to post.  I am quite confused.  I am going to submit it again and let it go, cuz I am tired after being at this laptop since noon, and don't know what is going on with all these changes that someone  in cyberspace made and changed my whole layout of the Report.

Support folks for both Dell and HP are "Restore Image bots".  While a restore to factory-shipped condition is certainly the easiest for them, there is a second reason they are trained to go with a Restore Image.  That reason is because doing so will bring back into play all of the Buy-Me-Ware and Bloatware that comes with each system.  A second (or third, or fourth, or ...) opportunity to sell to the consumer...

Excellent.  Your chipset is the Mobile Intel® 915GM/GMS, 910GML Express Chipset Family .
Go to the link here http://downloadfinder.intel.com/scripts-df-external/Product_Filter.aspx?ProductID=1862
Select your operating system (XP Home) from the drop-down menu.
Then download [ but do not install nor Run nor Open] the file named WIN2K_XP1418.EXE.  It is version 14.18 of the latest hardware acceleration graphics drivers for your chipset.  Dated 11/8/2005.  (Note for Molly: Driver Revision is Driver Revision: 6.14.10.4421)
When you have downloaded this file to your Desktop,
post back here and I will give you instructions on what to do with the file.
Note: You'll probably want to print the instructions that come in my next post, so ensure you have access to a printer before you try to do the steps in that post.

Below are the instructions to install the newest drivers
to run the graphical components on your Mobile Intel(R)
915GM/GMS chipset.  IF AT ANY TIME DURING THIS PROCESS
WINDOWS HARDWARE MANAGER POPS UP ASKING YOU TO INSTALL
DRIVERS, YOU WILL CANCEL OUT OF THAT POP UP WINDOW IF
AT ALL POSSIBLE.
These directions comes in two parts, the first
of which will hopefully clean out the video drivers you
hace now.  The second part will properly install the
newest drivers which you downloaded yesterday. 
Please be aware that it's best to print these directions,
because you'll be going to a state of physical
disconnection from the internet if your laptop is
connected to the internet.  I strongly suggest reading
through all steps before doing step 1. 
Additionally,you may want to 'explore' certain programs
and their settings (such as your antivirus software) before
actually starting this list.  That way you won't get
frustrated in the middle of the steps trying to figure
out how to disable your active monitoring antivirus
software. 
You may wish to do a 'dry run' through these steps
for the parts related to msconfig and Taskbar.  This way
you'll get a look-see at stuff you will find referenced.
These instructions will have you clean out
something called Intel Extreme Graphics drivers. Those
drivers are probably not on your machine, but it's my
hope that using Driver Cleaner in this circumstance will
go ahead and force out Intel drivers of the same file
names as those found in Intel Extreme. 
If you have any questions please post before beginning. Here we go........
(1) Download and install Driver Cleaner Pro v1.4 , at
the bottom of the page on this link:
http://drivercleaner.net/
(2) The installation program will prompt you to Reboot
and you will -->NOT<-- do so.  Instead, select to reboot
at a later time.
(3) Use Start button to Shut Down computer all the way
to power off.
(4) While machine is powered off, remove your wireless
card or wired internet connection. You want to be
completely disconnected, an isolated machine.
(5) Now you'll disable (temporarily) any and all
programs which you use to protect your machine from
viruses and internet baddies. This would include any
program, currently turned on, which helps to protect
such as antivirus, antispyware, antiadware, etc.  In
the next steps, I'll describe a fast and efficient
way to disable these programs.
(6) To disable monitoring programs: Click Start --> Run.
In the cursor box type there: msconfig [Enter]
In the Startup tab at the far right, you'll want to
unselect (remove check) from anything you see there
which relates to monitoring software.  Click Apply.
(7) Do the same for the next tab to the left
in msconfig, which is the Services tab.  HOWEVER in
this tab go to bottom and select 'Hide Microsoft'.
Then, whatever remains, unselect the stuff related to
your monitoring software.  Click Apply OK.
 
(8) Now reboot, and examine the computer
to satisfy yourself that you were successful in
shutting down monitoring software. One way to verify
this is to right click on any grey/blue space in the taskbar
at the bottom of the screen.  Then select Task Manager.
As you look through the Processes tab, you should not
see processes running which are obviously related to
your antivirus/antispyware programs, whatever it is
that you use for that.
(9) Go to Control Panel | Add Remove Programs .  Look
through the list carefully for any product mentioning
Intel Graphics or anything mentioning Display Adapter. 
If you find anything, select it and
Remove it. [Do NOT reboot computer afterwards!]  If you
do not find anything, move on to step 10.
(10)  [Do NOT reboot your computer]  Now run Driver Cleaner,
selecting the 'Intel Extreme' removal only from the drop down
menu.  Once you click Start, it might take a couple of minutes
for it to clean.
(11)  You can use the View Details button on Driver Cleaner
to verify that it removed products.  It may not remove anything
if the Extreme graphics filenames do not match what you have
installed at this time, but it's worth that shot.
(12)  Now you are going to reboot Windows into Safe mode.  The easiest
way to do this (in my opinion) is to do:
        Start | Run | type there----> msconfig [Enter]    Then on the
Boot.INI tab, select SAFEBOOT minimal.
(13)  Now reboot, so that you enter Safe mode.  Run Driver Cleaner
again.  Remove Intel Extreme again. 
(14)  Go to msconfig (Start | Run) again, and change back into
a Normal Boot mode for Windows by unselecting SAFEBOOT.
(15)  Now that you are in Normal Windows mode, double-click
the icon for the newest drivers which you downloaded yesterday and
which I asked you to save to your Desktop.  Go through the dialouge
and install those drivers.
(16) After installing those version 14.18 drivers, go to msconfig
and start up everything you had earlier killed through msconfig.
In other words, turn back on for Startup and Services anything
was previously 'ON' related to protective software.
(17) Reboot and satisfy yourself that the machine is protected,
before powering down to once again connect yourself to the internet.

I need to read the rules for this board & now I am getting angry having to count letters.IT WAS ONLY 97 LETTERS?
I guess I can't read, I read the entry that I kept getting back as the message I was typing could only be 100 characters.
I feel like an idiot!!!!!:
I submitted this message 4 times before I saw Message Subject in red.
Thank you for the directions.  The system restore that the Dell tech had me do wiped out most of my programs, including the printer, mouse and Touchpad.  I finally got the mouse back, but it is an HP printer and I can't figure out what is interferring with the install, so I have given up after trying for 2 days.  I put your directions on Notepad which will help, but not as much as a printed page and it will take longer, I think.
I will ask questions as I go along.

Sorry it took so long to get back to you. I seem to have lost function in my right hand, at least parts of it, so it had been a long day learning to be left handed. And typing with 2 fingers ain't no fun!!!
I actually was successful in the update back to version 6.14.4421, 11/3/05. There was no change with my start up, if somehow that update was susposed to help me or if that was the first thing to try.
I do not know what else you have in mind trying to fix my computer so that is why I am typing the following stuff to see if you agree.
One of my friends, who knows me well, knows that I am a "download junkie" and said that doing a restore was probably a good recommendation just because he knows me so well. And he seems to think that I have downloaded and un-installed so much that my system has gotten really bloated!
I said in one post,that after the Dell tech wanted to do a restore so quickly, that I really didn't to have to go and back up everything on my computer. I am one of the lucky ones and have a set of installation CD's (they gave me a set when they knew they had messed up helping me go wireless the day I received my computer). So, I guess that means I could re-insall using those CD's???
So what should I do now? I am willing to try anything you suggest, just let me know.
I really appreciate the help you have given me so far.

By this I take it that you mean you followed the steps in my previous post.  What were the results?  You mention start up, but what about the problem which we were attempting to fix, which you had previously described as desktop icons taking a long time to load up at all times (even long after startup).  What was the result for fixing that problem?
 
 
We're still trying to assess the problem, and that takes patient step-by-step plodding.  So reformat and reinstall of the OS isn't appropriate at this time.  If you have a hardware problem (which we are trying to assess) then a reinstall will just give you a fresh reinstall ... with the same problems as before. 
 
If it is a software problem, then a reinstall of the OS will likely fix it.  Right now, we don't know which it is -- hardware or software.
