E5540 Dock VGA problems

I have multiple E5540's, on multiple docks, and they all are having this problem.

When hooked up to a docking station with a VGA splitter for one display, and a DVI cable for the other.

The computer does not recognize the VGA output being plugged in. 

These are replacement laptops, and the old laptops of multiple different models work perfectly fine.

In a testing environment, the video works fine with a normal splitter, but the ones in production are more intricate. 

Has any one else had problems similar to this?
