The hard drive has failed - if the system is under warranty, call Dell with the error and they'll replace the drive.

If not, you'll need a new, 2.5" 9.5 mm or slimmer SATA notebook drive (available from just about anywhere).  If you did not prepare a set of recovery media when you received the system, you will need to purchase that now, from Dell.
