Error Message, Need Help! Help!

Dear Community Members I need  Help!.

         I am a first time user of this board and hope I doing it correct.  I have 4 year old Dell Inspiron 3500 series my OS is Windows 98 Second eddittion.

         I keep getting the fallowing message.:

         Invalid VxD dynamic link call from VWIN32(05) + 0000119E to device "0002", Service 1.    Your windows configuretaion is invalid. Run the windows setup program again and correct the problem.  To continue running windows pres Y or Enter.  To quit the current program press N. If you continue running windows , your system may became unstable. Do you want to continue? Press Y for Yes or N for No.

        Now I know is giving me the answer but where the heck to I go to run the windows setup program?.  If you had this problem before could you be specific on the steps to fallow as I am thecnically, and as  you can see spelling challenged too. Thanks.
