What backup media are you using (external hard drive?  USB flash drive?)

I have tried both. I need to get a back up completed so that I can replace my harddrive

I had already tried that and method 1 and 3 didnt work.. and method 2 I can not do because 

Volume Shadow Copy Service, System Restore Service is not listed in services.msc

Method 2

Check whether Volume Shadow Copy Service, System Restore Service is started and Set to Automatic

a)      Type Services.msc in Start Menu search box, hit Enter.

b)      Make sure that the Volume Shadow Copy Service is Running and set on Automatic.

c)       If the Status of System Restore Service is not Started, Start it. Also set it on Automatic if it is not.

d)      Restart your computer.

e)      Now try to do a system restore.
