That software is digitally delivered. You should have received instructions on how to download it. Try using My Dell Downloads-- smartsource.dell.com/.../Welcome.aspx Select your country from the drop-down list.
Note that you needed to select this option when you ordered the computer and paid an extra fee for it.
In many cases it may also be pre-installed. If it is, go to the Start Menu > All Programs > FastAccess facial recognition > "Configure FastAccess". This should start the first-use wizard and activate the software.
There are no drivers involved (other than the camera drivers, of course, which your system undoubtedly already has installed).
