facial recognition disabled, can't log on

My husband disabled facial recognition in our Inspiron 17. Now, the startup screen is just a blank green screen without any option to log on. The only choices at the bottom right are to "Sleep, Restart or Shut Down." Before this,  there was an option to use facial recognition,  Fast Access, or type in password. Now, it does not have that and we can't even use the laptop at all. Can someone please help.

1.)

- Unplug the AC adapter from the Laptop and wall outlet

- Remove the battery from the laptop

- Press and hold in the " Power on" button for 25 seconds then release

- Replace the battery

- Plug the AC adapter into wall outlet, then the laptop

- Press the "Power On " button.Hopefully your computer start normally

2.) Power on Laptop,tap F12 for Dell's diagnostics to identify hardware issues on your Laptop
