having trouble installing and uninstalling programs (error code Ox 80070641)

I have a inspiron B120, and for the longest time, I've been getting an error code saying that windows installer could not be accessed. This can ouccur if you are running windows in a safe mode or if windows isn't correctly installed. Does anybody know how can I fix this?
