Call Dell. You will need to prove ownership (if this was a used system, have the owner transfer the registration into your name). Dell will generate a system-specific master password for you.
Note: if the system is out of warranty, there is a charge for this -- the only other solution is to replace the mainboard.
On a Dell laptop the only way to reset or clear a password is to contact Dell. Be prepaired to have some sort of prof that you are the legal owner of the system
