IDE device failed

Hi all,

 

Having a problem with inspiron 6400, laptop is very slow to boot up and will not load windows all the time, just a blank desktop,

BIOS scan detected

Error Code: 0F00:136C

Message: IDE device failed: Blank media or no media is present in optical drive. Test requires media with data (resource CD, installation CD).

 

The laptop shipped without resource CD & installation CD and DELL warranty has run out!!

Does anyone know what is wrong with laptop & more importantly how to fix it,
