Inspiron 6000 causing problems by changing processor speeds help!!!!!

ok can someone please help me with thi svery frustrating problem.

I have an i6000 1.86 Ghz processor. I am running mostly on AC, and have my power settings set appropriately for max preformance. The problem is I have noticed upon downloading the fan control freeware that monitors temp and speed, that the CPU speed is constantly oscillating between 800Mhz and 1600Ghz, and seems to be more often at 800 Mhz. I had originally been shipped a new motherboard for the reason that the original that came with it was stuck at 800 Mhz, but I'm wondering if I'm still not getting what I paid for. Now I do understand they are designed to go to lower processor speed to a.) save battery (i'm on ac, moot point), and b.) when not being used...
but it is a huge problem, especially gaming. I've been having a problem where games will run good than suddenly slow to a complete crawl, making them virtually unplayable. Could this be a system problem? And I also notice frequent lockups just web-browsing, listening to music, where it gets "stuck" and keeps repeating the same 2 sec clip, and now I also notice, this corresonds to a drop in CPU speed? Somebody please tell me this shouldn't be happening, and give me ammo to fight Dell, otherwise it's a real rip-off and joke if that's normal! I'm also noticing by running the CPU load/speed simultaneously, the load can get up over 30% without bumping up the processor speed? Why do we pay for 1.86Ghz, if we hardly ever get it?

On a related note is 60 deg celcius running warm or is that ok?

one other update, I'm notcing the fans come on full-blast even when I'm only running like 30 deg.
