Intel's Processor Spec Finder will let you know if your processor has this feature: http://processorfinder.intel.com/Default.aspx
You can enable/disable the feature, if present, in the Performance section of your BIOS.
If running you can view the current state in the Power Options control panel (Advanced settings\Processor Power Management).
Grab CPU-Z from www.cpuid.com to monitor your cpu in real time.

It is present in intel's utility, and in the bios (A09) it's enabled. Here's a screenshot of cpu z. Even when I am running Mass effect the multiplier is at 6 and the core speed about 1197.
