Keyboard Issues - Accent Key replace the Question Mark?

 Hey everyone!

 This problem has been happening to a few of my friends. The problem is that their dell laptops will randomly type out accent keys when simply hitting a normal key. For example, pressing Shift+/ would normally give you a ?. However, when this problem occurs, it gives a É.
 
  I'm not even sure if this is a dell related issue, or a Vista one since they're all using Vista operating systems. I myself have the same laptop as them, but running on XP, and never had this problem occur.
 
 
 Another point that might help is that, it seems to beep everytime they hit the Shift key, and sometimes, so perhaps it might have to do with Sticky Keys or something, but I don't know much about that subject to be of any help.
 
  Even though this has happened to a few people I know, I've been searching the Internet for solutions, and there doesn't seem to be any.
 
 
 So in a last desperate plea, I've decided to come the forum.
 
 Any thoughts? :)

Try to check the keyboard language in control panel first, it might be causing the keys to produce different characters. They can also change the sticky keys options under the accessibility options in control panel. Hope this was a little helpful.

 Hi :)
 
 Yeah, I suggested checking the language settings on the keyboard, and they're set to English (US), so I don't see it being a problem.
 
 Sticky keys, maybe ... perhaps if I tell them to turn them off?
