Turn on Num Lk. Hold down the function key (Fn) that is between the Ctrl and Windows key. Now the embedded key pad works. Release the Fn key and it stops.

If you enter the Bios setup (Press F2 when the laptop is booting up showing the Dell logo), you will find an option for how to treat the "NumLock" key.

From memory, the options are:
1. Work normally (ie: Numlock on = use numbers, not letters)
2. Ignore Numlock completely - don't allow numbers from the keyboard
3. Only use the numbers on the keypad, when the Fn key is pressed

I believe Option 3 is the default. You can easily check that from the Bios setup.
