Set the HHD to perfomance in the BIOS, set all Vista settings to perfomance, this meens turning off Aero settings. Increase Virtual memory to about 3GB.
If ram is 1GB or less incsrease to 2GB min. do not bother going over 4gb windows will not see it.
If HDD is 4500rpm or 5400rpm consider upgrade to 7200rpm drive. The Seagate Momentous 160GB 7200rpm is one of the best for the price.
If using wireless G consider upgrading to the current wireless N hardware.

The other big speed boost: if you're using Vista, dump it and install XP.
