I have the same problem after I had to reformat and start from scratch.
I can use bluetooth and hardwire into my LAN, but WiFi toggle is no-existent. I have installed several drivers from the Dell site, but nothing works. One of the install was trying to find the driver on Microsoft, but still nothing. Got a "No driver found" pop-up In my Device Manager, I have 2 "Other Devices", one is Network Controller, the other is "Unknown Device", both with the ! icon.

Hi shabi,
The error code 28 indicates that the driver for this device is not installed. The recommended resolution is to install the compatible device driver.
Request you to follow the below steps:
(1) Uninstall the driver
a. Click Start, type devmgmt.msc and hit enter.
b. From the list of items, right click on the network controller item and click uninstall.
c. Restart the computer.
(2) Download and install the driver
a. Use the below link and select the driver by selecting the right network card:

b. Right click on the driver setup file and click run as administrator.
c. Once the driver is installed, restart the computer.
