OS(C:) Local Disk(D:)

I have an Inspiron 1764 laptop with 60GB on C and 400GB on Local Drive D.  My space on C is almost at its maximum.  There is nothing stored on D expect for a few files that originally came with the computer. How do I get the operating system to use D?  I am also wondering why my system is set up this way? Why wasn't it set up the have more GB on the C drive?  I bought the laptop form Dell a few years ago.  Thanks for reading.

Welcome to community.

By your description, seems to be that your computer Windows has more than one partition on hard disk. In this case you will have to do clean installation of windows 7. Below link would help you installing the Operating system on the computer:
