Unplug the system, remove or disconnect the battery and hold the power button for 30 sec. Remove the hard drive from the system and remove and reinstall the memory modules. Plug the system in without the hard drive and power up. If you still get that series of beeps, you have a bad mainboard in addition to the bad hard drive.
If the beeps cease, replace the hard drive with a new one, reload the operating system and you should be all set.

Hard drive failures (which is what that error refers to) do not produce beep codes.
First: replace the drive, which has failed.
Next: what is the exact pattern of beeps (1, pause 1, 3, pause 3, etc.)? And what system model (i.e., XPS L521x, Inspiron 5525, etc. - NOT just "XPS 15" or "Inspiron 15R")?

The system model is Inspiron 3521 and the pattern of beeps is 3 tune like beeps and then 1 beep, 3 beeps and then 2 beeps. The beeps only happen when the error message shows.
What do they mean?
