Go into the power options in the control panel - you'll see the settings you need there.
Note: the system is NOT designed to run at full power all the time. Do this only when you need the added performance, and turn the power settings back to their standard ones at other times. You will shorten the life of the system by running it at full throttle all the time.
The CPU speed fluctuates as needed. Yes, the system will take any Pentium-M CPU, but if you've got integrated video, that is a more likley stumbling block and it cannot be upgraded.
You can set the system to run at full speed all the time, and see if that helps.
