Random Program Spikes My Cpu Usage
My Cpu usually is 5-15% on idle and previously i'm using Adobe Photoshop Cs5 and my usage is around 30% i guess. But then recently i don't when this actually malfunctioning. When my laptop starts my cpu usage is normal but upon opening some programs like photoshop , utorrent and other stuffs my cpu usage spikes to 92% - 100%. I tried checking out my taskbar to see what programs consumes my cpu a lot and trying to close it, But what happens next is even weirder. My CPU usage will go low and another random program will spike up. It's really making me sick to find solutions since i tried running pc games like Need For Speed , DotA and other games and it working just fine. So can you please help me.
Things i did before asking this
Defrag my HD
Scan for Virus and Malware using Malwarebyte and Spy Hunter4
Check msconfig start up programs
Clean it using programs like CCleaner and Tune Up
chkdsk
Please tell me if im missing something the last solution on my mind is to reformat. But i'm not going to do without fixing it first
Im Using LATITUDE 5500
2 GB RAM
1 Core
HDD Space is around 77GB
Please don't tell me my laptop is old, I don't think thats not the problem.

Hi,
Thank you for writing to us.
You already know that the system has a lower configuration than most systems nowadays, so I will not reiterate that fact. This could either be Hardware/Software related. To isolate,first run a Pre-Boot Diagnostics by tapping F12 on startup. Check if all the hardware is functioning as needed.
Check if the system is overheating and the fans are spinning as needed. You can do this through observation,or you can run a SpeedFan utility to check core temperatures.
Check for a BIOS update and if available,update the System BIOS. Most often, that resolves this problem.
If all these have been done,there is no hardware failure and issue still persists,a format re-install is the only option.
