Standard Dell Mouse Scroll Wheel not Working

I just bought a new dell PC about 5 months ago and never used the mouse sent with it (I use an optical mouse for it). I just got a dell Inspiron 8200 laptop and am trying to use that standard mouse on it. Everything is working fine since I plugged it into the port, except the scroll wheel isn't working. It's a bit annoying because I keep trying to use it and it doesn't work. Any help would be appreciated.

 

I also have already gone to the Mouse setting in control panel, but where the tab for "wheel" is supposed to be, it isn't there. It's telling me the only mouse is the "Touch Pad" and that it's plugged into the PS/2 port.
