Tablet stuck in boot loop

Question

I have a Dell Venue 10 5055 tablet.  I have had windows 10 on it since I got the tablet and never had any issues until today. A couple months back I reset it and it worked just fine. I reset it this morning only to find it in a boot loop where it shows the dell logo, then flashes an error and restarts. The error is 'rebooting system to make tpm2 settings in effect' I have tried to plug it in, unplug. I even tried to press the volume up which highlights F12 boot menu, it displays the same error and reboots. I tried going into bios with the same issue. I tried to hold the volume up and volume down to go into recovery mode and it displays a loading bar. After a few seconds it flashes the error and reboots. Not sure how it reset just fine a few months ago until this morning when my warranty expired recently. I tried contacting support and they said it would be $150 to get it sent to them so they can fix it. For $130 I can buy a used one online. Had I known I'd get this issue I wouldn't have reset it. Not sure why and what the cause might be.
