"the finger print reader is not connected" and touch screen function

i have dell vostro 5470 running win 8.1

iv format my drive today  since i have 2 problems:

1. "the finger print reader is not connected" message  cant understand why

2. the touch screen is not getting any scroll and two finger gestures

any idea?
