Touchpad scrolling problems

I had to reinstall my os and now the horizontal/vertical scrolling function doesn't work. Can anyone help?

reinstall the chipset drivers, and install the touchpad drivers.Then, in control panel click on mouse and look for the option to activate scroll if it's not on by default.
